Governance assessment

The multiplication of governance assessment mechanisms developed by public institutions but also civil society actors in this field bear out the fundamental but ambivalent role of evaluation practice. The IRG does not scrutinise these mechanisms merely in their technical capacity but rather as tools conducive or not to jointly probing the meaning of public action with a view to reform it. Since 2008, the IRG has been organising the parallel scrutiny of assessment processes across Latin America and Africa in order to promote an exchange of experiences between those two regions:

Cycles of seminars:

• Latin America: regional seminar on the methods of evaluation of public institutions, Bogota (2008).

• Africa: seminars on the issues and challenges of the APRM (African Peer Review Mechanism), Paris (2008) and South Africa (2010).

Expertise and research:

Latin America:

• IRG - Universidad de Los Andes - UAM: Civil society evaluation mechanisms in Colombia and Mexico (2008);

• IRG - Congreso Visible - Evaluating decentralisation processes: experiences in Colombia and Chile (2009).

Africa:

• Compilation of experiences and analysis around political challenges of the APRM.

The IRG is also involved in discussion forums addressing new evaluation practices (European Union, UNPD, Épargne sans frontières etc.).
